Part 135 is the FAA certification for commercial charter operations — higher safety standards, mandatory pilot training minimums, and third-party oversight. This is what you get with VistaJet, NetJets, Flexjet, and any legitimate charter. Part 91 covers private (non-commercial) flight operations — typically owner-flown or corporate flight departments.
